This text extends the list of ancillary activities that may be exercised by public officials, notably under the self-contractor, and landscape the proceedings before the ethics commission when ruling on cases of overlapping of activities under the venture. Its provisions apply to claims for overlapping of activities and statements to establish or resume an industrial, commercial, craft or agricultural tutorials at January 23, 2011.

Under the conditions established by the decree, officials may be allowed to earn more than incidental to their main activity, "provided that such activity does not affect the normal operation, independence or neutrality of the service . This activity may be conducted with a public or private. An agent can even be licensed to practice several ancillary activities.
